FYI
if you're using Avast 4.6, change the web scanner to redirect to port 47900, otherwise it won't scan for anything.

Actually, avast would recommend:
Web Shield:
Enter into Proxy server (IE->Tools->Connections->Lan)
Address: 127.0.0.1
Port: 12080
E-Mail Scanning:
Internet Mail->Customize->Redirect->uncheck ignore local communication
Done.
